Turning Participants video ON by default in Webinar

How can I set the Participant's Video to turn ON by default in Webinar without making them Panelists?

Any help is highly appreciated.

    Allow panelist to turn on their video
    In your Zoom meeting, click Participants.
    In the participant list, click More.
    In the drop down list, click Allow Panelists to start video.

    None of these responses are helpful.  Why is there not a setting when initially setting up the webinar to allow for panelist videos to be turned on WITHOUT the need to do so live the day of the meeting?  This makes no sense.

      Yes I can't find this either and it's driving me nuts
