Raw data editing

Is it possible for a host to edit raw dat (i.e. voting results, char and/or q&a) before sending it to the attendees?  Is there a way the end user can tell if the file is original or edited?  We had a webinar (an AGM using Webinar format) and the host would not allow any members to talk, we could not see who was online, we could not see any other chat boxes or and Q&A questions.
