Combine Active Speaker and Gallery View?

We have two active presenters and a tech facilitator. We want all 3 to be visible at the start of the webinar recording to say hello and again at the end to say thank you/farewell. Then, the two active presenters take turns presenting the screenshared content at various points (the tech facilitator is the host, does the screenshare, and moves the presentation slides and animations along). Ideally, the video feed in the upper righthand corner would automatically switch between them as they come off mute to do their various sections (function like active speaker). 

But no matter how many different view/recording setting combinations I try (and I do think I’ve tried them all), that doesn’t seem to be possible. Either it’s Active Speaker, which means you can’t see all 3 people together at the beginning (just whoever is talking), or it’s Gallery, which means I have to manually Replace Spotlight for each presenter when it’s their turn to talk.

I can do that, I know the curriculum, but what would be ideal is once you have spotlighted (spotlit?) people, the Active Speaker could layer over that. This would still allow us to remove the spotlights and all be together on screen in the full gallery at the beginning and end, but facilitate transitions while the screenshared presentation is ongoing.
