Yes, but that setting is for Webinar Reactions, which are different than the Webinar Chat Reactions.
We want reactions and replies within Webinar Chat, as we have within Meeting Chat

Looking at this Zoom Support article, it looks like this is only intended for Zoom Meetings at this time.

I've reached out to some of my Zoom contacts to see if there's any indication that this will be enabled for Webinars in the future. Note that a new version of the Zoom desktop apps will be released in the next month or so, Version 6.0, along with a rebranding of Zoom One to Zoom Workplace. See this:
