Access Denied for Zoom Events Hub

Hello,
I have created a new Zoom account, purchased a Pro workplace license (assigned to myself), and 50 per-seat licenses (assigned to myself)
Now, when I try to go to the events hub to create a hub and event, the system says "access denied."

I am logged in to events with the same user.
