Breakout rooms can't access via browser

I'm trying and failing to set up breakout rooms for an upcoming webinar via zoom events. It would appear that if a participant joins via the zoom app then they can access the breakout rooms without any issues, but if they access via a web browser they can't.

Any ideas would be greatly received
