transcription without recording?

Prior to the most recent update, my closed captioning enabled me to view the audio transcript (as 'view full transcript') under my closed captioned settings. It also let me save the transcript, which was helpful if I wanted to quick search for something I remembered in the meeting without having to watch it again. I can't seem to find a place to either view the full transcript or save it unless we recorded the meetings. My org doesn't habitually record meetings but that feature was so helpful if I missed something or needed to remember it. 

Am I missing something - did the setting change, can you still do this? Or does everything have to be recorded and through AI companion?

You can extract the transcript using Zoom's APIs and view it that way. If you are not a developer there is a Zoom app, Salepager, that lets you easily access meeting transcripts and quickly reference them.
