If I have a Business account and I want to have licensed users in it, can I avail 1 or 2 licenses only?

Are you wanting to just purchase 1 or 2 licenses for your Business account? If so, that is not possible, as far as I'm aware, as the minimum number of licenses for Business accounts is 10. A Pro account would be the best route for an account with just 1 or 2 licensed users.
