Does zoom offer reduced rates for non-profit organizations?

I am co-founder of a not-for-profit registered in Luxembourg. Our organisation has a Zoom Workplace Pro account, and I recently applied for the non-profit discounted pricing, but my application was rejected and it didn't give a reason. The eligibility criteria include having 501(c)(3) status. Does that mean that the discounted pricing only applies to non-profits registered in the U.S.A.?

I know a lot about Zoom products and processes, but the nonprofit discount process isn’t among my strengths. Thanks very much @Ray_Harwood this is indeed a very well researched answer based on many relevant sources. It does suggest the Zoom pricing discount only applied to US rgistered 501(c)(3) organisations - but very useful to know this, and I'll follow up the other alternatives. Thanks again for your help!
