Deactivating a user - No "More" button

I am trying to deactivate 2 users, but I don't have a "More" button, which is what all the online help tells you to use. I need these users removed before my subscription renews in September, but I can't find a way to do it. For now, I have changed them from Licensed to Basic, but I don't think that actually will stop them from renewing.

I said deleted, but actually meant deactivate!

Well, in case someone finds this post, I figured it out. The user cannot be an Admin. Not impressed with Zoom's support or community as I had to figure this out completely on my own.
