Zoom Phone: Unable to add Emergency Address when adding a new location

I am attempting to add all our physical locations for emergency services however when I add an address it just says "no data". Is there somewhere else in the system I need to add it first?

I do not know where your locations are, whether you have multiple sites, and what you have tried.

i just tested by setting up a test site and it appears to work.  please see screen shots below.
