Record a call in progress with Zoom Phone (not a call q)

Can individual users record calls with Zoom phone? 

Not a team that takes calls from a Q.

I have people with individual lines that want to record interviews. Each has their own personal line, nothing is shared.

Check the Ad Hoc settings at the Account and Site level.

I *think* once enabled at Account and Site level, also have to enable it per user.

As @enielsen indicated, you can just turn on Ad Hoc recording at the Site level which would be inherited by all Users; OR you can enable Ad Hoc on a User by User basis under Admin > Phone System Management > Users & Rooms > Users > UserName > Policy. Once enabled, it will be part of the in-call controls to manually start and stop a recording:

If the individuals want all calls automatically recorded, you can enable Automatic Call recording at that level too.
