Error when trying to upload .csv file to personal contacts

you need to follow the instructions exactly including the single quote (') and plus sign (+) for telephone numbers.

what is confusing is that the plus sign is not displayed when you open the sample in excel. 

if you open the sample file with notepad++ (free), you will see the plus sign.

also, leave the first row from the sample which is the header.

assuming you do not have any personal contacts saved, you can also try downloading the sample file and using the sample file to add the sample contacts.  this is what you see when you import the sample contacts file.
