Assign Phone Package - No Data

When trying to assign a phone package to a common area room, I am unable to do it.  It requires you to assign a package, of which I should have plenty of licenses for, and when I click the drop-down, it is blank and says "No Data".

i tried the instructions and they worked for me.  generally with respect to calling plans/package, no data means no available paid calling plan/package.

Sadly that's not the case.  I have plenty of additional licenses.
