What type of guests (audio-only vs audio & video) count towards a Zoom meeting's capacity?

What type of guests (audio-only vs audio + video) count towards a Zoom meeting's capacity? Example: if we're past the 1k+ Zoom capacity for a video meeting, can overflow guests still join a call just by phone?  Or is it 1k overall?
