I was using the API (Get Meeting recording) and the results provided me a long URL to a video recording of the meeting.  I tested that URL in a private browser window and was surprised that I didn't need a token to retrieve it. 

Is it available on the public internet as it appears, and is the really long GUID in the URL a method to make it hard to construct, or are there setting I can I make to require a token?

If you’re just talking about using URLs to access video, it might be that the link is set to allow anyone with the link to access the recording without a passcode.

That’s an interesting find! If the meeting recording URL works without a token, it likely means the recording is publicly accessible to anyone with the link. The long GUID helps obscure it, but it’s not real access control. You might want to check if there are settings to require authentication or tokens for better security.
