Transparent Background with Logo

Has anyone tried to create a virtual background that allows for a mostly transparent background while having something like a logo static in the upper-right on the screen behind the user? I see the functionality of this is Video Filters with frames and various other images in combination with a user's actual background, but I do not see a way to add custom video filters. I tried uploading a 1080x1920 transparent PNG with logo into the Virtual Backgrounds, and I just got a black screen. Thanks!

Yes, not.

Only users with account administrator privileges can add custom video filters.

To be clear, custom video filters cannot be added by those who simply have member access?

Yes.
