Recurring No Fixed Time Meeting would not Start within 30 minutes of a recurring fixed time meeting

Team 1 tried to start a recurring No Fixed Time meeting 30 minutes before a recurring Fixed Time Meeting was scheduled to start.

The No Fixed Time meeting would not start.

We have Pro with 1 license.  Is there a time limit that new (no fixed time) meetings can not start prior to a recurring time fixed meeting start time?
