Recurring Meeting with different start times

While you cannot schedule that exact pattern from the start, you can schedule a recurring pattern close to that and just make that one minor change afterwards. 

Once the recurring meeting is scheduled, click the Show all Occurrences to see the full list of occurrences. Here you can find that 3rd Thursday of the month and click Edit to adjust that session's date/time:
