this appears to be a meetings feature to invite participants to a zoom meeting. 

how you invite the participants may depend on whether you use the zoom meeting audio plan or zoom phone to do the invite.  because i have zoom phone (but not meeting audio plan), one of my options is to invite participants using zoom phone to call and connect participants to the zoom meeting.  this works.

i am guessing that if zoom phone is not available to make the outgoing calls for participant invites, then meeting audio plan is used instead.
