'Participant Video' enabled but participants still have to start video manually

In my Zoom settings, I have 'Participant Video' enabled (i.e. 'Start meetings with participant video on. Participants can change this during the meeting.'). However, when a participant joins, they still have to manually start their video and unmute themselves. 

Am I doing something wrong?
