New Meetings does not allow video, or show video from other users

Hello, i’m facing an issue with my zoom meetings. The video option is not available when i host meetings. The error i see when i hover over the meeting window prior to starting the meeting is that the “host has turned off video for this meeting” - which doesnt make any sense, as i am the host. In my settings, under Video, my USB Video Device is detected, showing my video and working. 

I have ran CleanZoom and re-installed, but only for the Zoom Workplace client. I am unable to install the citi.zoom.us ZoomVDIUniversalInstaller, as the installer fails due to not having permission to install a zVDdiService.dll. I have full admin access for my home PC, so unsure why this would be the case.

    Thanks for reaching out. Based on what you described, it sounds like Zoom’s meeting‑level or account‑level settings may be preventing your video from starting, or the VDI installer issue is blocking proper video initialization. Here are a few steps to try:

    1. Check Account‑Level Video Settings

      • Sign in to the Zoom web portal → Account Management → Account Settings → Meeting.
      • Under Schedule Meeting, make sure “Participant video” is enabled and not locked off. If it’s grayed out, it may be controlled by a higher‑level admin +2.
    2. Verify In‑Meeting Video Controls

      • When in a meeting, click the arrow next to Start/Stop Video → Video Settings and confirm the correct camera is selected.
      • Ensure “Stop incoming video” is not active, and if you’re using a Webinar, check that “Allow panelists to start video” is enabled +2.
    3. Fix the Zoom VDI Universal Installer Permission Error

      • Right‑click the installer and choose Run as Administrator.
      • If antivirus or endpoint protection is running, temporarily disable it or whitelist the installer.
      • If the GUI installer still fails, use the MSI command‑line installation method, which bypasses some permission issues +3.
    4. Check Camera Permissions and Conflicts

      • Close other apps that might be using the webcam (Teams, OBS, browsers, etc.).
      • On Windows, go to Settings → Privacy → Camera and ensure Zoom is allowed to access the camera 6.
    5. Reinstall and Test

      • Run CleanZoom again, reboot, and reinstall the latest Zoom client.
      • Update your camera drivers from your PC manufacturer.
      • Test your camera in a Zoom test meeting or Video Preview before starting a real meeting +3.

    If the issue persists after these steps, try hosting a meeting from another device using the same account to see if it’s device‑specific.
