My account states that there are 2 available pro licenses but when I go to assign them there is an error message telling me I have run out of licenses and need to purchase more

Are you transferring licenses between users?
Zoom imposes a limit on the number of times paid licenses can be transferred between users.
If this limit is exceeded, the license will be invalid until the end of the month.
