Is Call-In Service not supported anymore?

I had a user try to join one of my Zoom meetings last week by phone only (dial-in) - that user does not have a computer or compatible phone - and the usual number and passcode would not let this user in. I checked all of my settings and everything appears to be turned on - I also am subscribed to the Pro account. What am I missing? When did this change?
