It sounds like Zoom may still be applying a Waiting Room setting from another level.
If you are seeing the “Admit” buttons for participants, that indicates Waiting Room is still enabled somewhere with a higher priority than your account-level setting.

- Account level: If an admin has enabled or locked the Waiting Room setting at the account level, lower-level settings cannot override it.
- Group level: A group policy may also be enforcing Waiting Room for specific users or groups.
- User settings: Your individual meeting settings may still have Waiting Room enabled.
- Meeting or template settings: Even if your default Waiting Room setting is turned off, a specific scheduled meeting or meeting template may still have it enabled.
The quickest way to identify the source of the issue is to check the setting itself. If you see a lock icon or a disabled/gray toggle, the setting is being controlled at a higher level and must be changed there.
As a next step, I recommend checking the Waiting Room setting in the specific meeting where the “Admit” button appears. This will usually help identify where the override is coming from.
