I cannot get Zoom to access v 5.13 (the latest) version, which is on my PC. It still asks me to sign into the meeting and use the web client,

    Can you try uninstalling and then reinstalling zoom ?

    Reinstalling works.  YOU could add to the description of the process that Microsoft will try to find a new verson, which yyou must cancel before you can install zoom from the log in screen.
