If your iPad is being utilized as a Zoom Room controller, then yes. Otherwise, if you are just using an iPad to host without the ZR function, then no. Requirements for managing meeting breakout rooms

Meeting breakout rooms

• Meeting breakout rooms enabled
• Zoom desktop client for Windows, macOS, or Linux: Global minimum version or higher
• Zoom web client
• Zoom Rooms for Windows, macOS, and Appliances: Global minimum version or higher
• Zoom Rooms Controller for Android and iOS: Global minimum version or higher 
  Note: Rooms using the Control System API cannot participate in breakout rooms.
