I would provide more information when looking for assistance from the community. Can you provide any context or any more details on how this is recreated within your environment? Are you able to hear others in the meeting?

It is also possible you have ‘hide non-video participants’ enabled, and if users do not have their cameras on for your meetings they would not be seen. This can be adjusted on the Zoom Workplace App: https://support.zoom.com/hc/en/article?id=zm_kb&sysparm_article=KB0060612
