Being asked for Two-Factor Authentication, but Never Setup 2FA

We have an account that we cannot access because we are prompted for an authenticator code or recovery codes. The account in question has NEVER had two-factor authentication turned on and recovery codes were never generated.

 

The help chatbot is broken, because you can't create a ticket, or escalate the support request w/o sigjning-in, but the issue is that we can't sign-in --> Infinite Loop.

 

How can we contact support without logging in? How can we removed this two-factor authentication without contact support or logging in?
