Adding Custom Questions

Is there a way to enter a spreadsheet or other list into "Custom Questions?" We have 58 Counties in California and it takes lot of effort to add them one at a time into custom questions. If we leave it a short answer, the entries we get are useless. (15% of participants put that they are in the county of "United States"  and many of the rest spell the county wrong.)
