24/7 Meeting being Bombed by disgruntled ex-members

What is the best way to identify and stop persistent bombers. This is a 24/7 meeting.  All Newcomers are welcome. So,  we cannot change the ID and passcode.  Members develop "beef" and come in to screw with the chat. Chat is a critical part for all members. 

How can the specific IP's be identified and permanently blocked? Are there any legitimate threats that can be DM'ed to them before booting? 

 

They are removed very quickly. Same IP cannot return until the 24 hour reboot. Chat is cleared in seconds but then must be temporarily shut down. They don't return during the same hour.  But they return within several hours in the past few weeks. Same post over and over lately.

    Meetings are NOT designed to be public, which a 24/7 fixed ID and passcode makes the meeting public since no account or registration is required to join. Zoom does not provide participant IP and even if it was provided anyone can easily change their IP via VPN. Registration is email based, but participants can register with a different email address. Requiring participants to have a zoom account might help, but that can be violated as well.

    Zoom Events is designed to manage public meetings and is the better, but more expensive, choice.
