Zoom not creating a passcode for a Calendly request

I have Calendly set to include the zoom meeting details for an appointment.

I have Zoom set to create a passcode for all meetings.

Yet when the Calendly confirmation is sent to the attendee it does not include a passcode.  The meeting ID works without a passcode.  This is a security issue.

How do I get Zoom to respond properly to the integration request from Calendly for a meeting WITH PASSCODE?
