Server-to-Server OAuth app option is greyed out in Zoom Marketplace (no access)

Hi everyone,
I’m trying to create a Server-to-Server OAuth app in the Zoom Marketplace (Develop → Build App). The “Server-to-Server OAuth App” option appears but is greyed out / not selectable, so I can’t click it.

What I’ve tried:

  • My admin/boss granted me the required permission/role (including User:Edit / Users:Edit).
  • Signed out and back in, and tried again.

Still happening:

  • Server-to-Server OAuth remains greyed out.

Questions:

  1. Besides User:Edit, what other account-level settings or permissions are required to enable Server-to-Server OAuth app creation?
  2. If our org uses a linked/master-sub account setup, how do we confirm the permission is being applied in the correct account (master vs sub)?
  3. Are there any plan or feature requirements that could cause this option to be disabled?

Environment:

  • Browser: [Chrome / version]
  • OS: [macOS / Windows]
  • Zoom account type: [single account OR master/sub linked accounts—unsure]

If anyone has run into this and knows the fix, I’d appreciate it.
