How to users authorize admin-managed level Application in Zoom?

I created General App with Admin-managed level. But users cannot authorize this app to use. How to give permissions to users?

- The reason why I created Admin-managed level application
   User-managed level application doesn’t include scope “phone:write:sms_message”.

Please help me this issue.
