How to users authorize admin-managed level Application in Zoom?

We appreciate your contribution and patience. With regards to your query, for an admin-managed Marketplace app, end users can’t authorize it until an account admin pre-approves the app for them.

Do this in the Zoom App Marketplace:

1. Sign in to the Zoom App Marketplace as an admin.
2. Find and open your app listing.
3. Turn on Approve use of this app.
4. Choose whether to approve it for all users or only specific users/groups, then save. 

After that, the approved users should be able to authorize the app.

Also, you’re correct that phone:write:sms_message isn’t available for user-managed apps, which is why you needed the admin-managed level.
