Capacity to Build an app Server

I am trying to use the developer tools to create a Zoom App using the creation build flow - a Server-to-Server OAuth app to verify members using the meeting link are part of the membership group.

I cannot seem to access these feature despite being the Owner on a basic plan and having no ‘Admin’ above me to ‘lock my account’ settings from turning on Developer tools
