Clips issue - error code 206

I am trying to create a clip.  When i click to create, it opens a new tab and takes me to an error message with 206 saying i need to be signed in.  Clearly i am signed in as i am launching it.  Account package gives me access to Clips Plus and it is enabled.  What is going wrong?
