Zoom One Pro adding licensed issue

Hi community, 

I just purchased zoom Pro plan. In the plan description it says i can add 1-9 licensed users, but when i move to user management it says, "To add licensed users to your account, please purchase more license." I have 0 license available, and I don't know why? Please help me, thank you so much!

IN TALKING TO A BOT WE CAN ADD THEM AS A BASIC USER SO SELECT BASIC WHEN ADDING

When you purchased the Pro plan you purchased ONE license. Unless you plan to do more than 1 concurrent meeting at a time that one license is sufficient. If you need to do 2 concurrent meetings then you will need to add a second license to the account. You do not need additional licenses for different hosts unless they are hosting concurrent meetings. Licensing is about running concurrent meetings not about each user.
