Hi @Pat11 and welcome to the community! If you have a paid account, you will need to cancel your subscription before you can terminate your account. Once you've followed the directions here to cancel your subscription, you should then see the "terminate my account" option in your web portal. Alternately, if your account is part of a larger organization's account, like a school or business, you will need to unassociate your account from the organization's profile before you can terminate it. The directions to do that are here.
Cancellation only stops the auto-renewal, but the month you've already paid for is still active. Once that has run out and your account downgrades back to Basic, then you can Terminate your account.
