upgrade to users or account -

What would be more economical or suitable for what I am after?

I have 2 users ( contractors) will will be needing to teach my students. One user will require zoom for a max of 4 hours a month the other user no more than 24 hours a year. 

I am not sure which route I take for the upgrade?
