OTP Authentication Turning Off Not Allowed

I can't turn off OTP authentication on my profile. The button is disabled. Any idea why that might be?

    Only the account owners or those with admin privileges can turn off the OTP.

    I'm signed in as the account owner and still can't turn off the OTP.
