Improper account blocking

My account was double charged this month. The excess value was transformed into CREDIT.

That is, in addition to having the monthly amount paid off, I have already paid off the next month.

To my TERRIBLE SURPRISE, my account is BLOCKED for non-payment, however, the ZOOM PANEL shows it as paid.

Can someone give me DIRECTION because through Chat my account is not authorized to resolve something SO CRITICAL.
