Cannot use licenses

I have licenses available but I cannot use them. When I added it to the account, it shows the red box. It doesn't make sense!!!

 I suggest you submit a ticket with Zoom support (https://support.zoom.us/hc/en-us/requests/new)

I opened a ticket and got a first response after 4 hours.  I did it under Account Management - Unable to Use Paid Service.
Added Screen Shots ....
