I'm going to hold a zoom meeting for a virtual community workshop. Is it possible to use the whiteboard feature to display a city map (pdf) and allow workshop participants to place markers (preferably in 4 colors) on the map?

Yes, this is absolutely possible. Whiteboard will allow you to upload (and lock, if you wish) a PDF and then participants can mark using different colors, drop sticky notes, drop 'pin' images (that someone would need to upload), etc. Lots of flexibility for however you want to do this.
