Making an assumption that you're speaking about webinar panelists, not participants. Is this correct?
If so:
Yes, this is possible when configuring your webinar at zoom.us
Ensure that webinar panelist video is ON by default
Then ensure that "Request Permission to Unmute Panelists" is selected.
You may also wish to check to make sure panelists have "Keep My Microphone Muted" as a default join setting in their respective Zoom clients.

Hello @bstrelko, I am in fact referring to participants. I don't believe that is possible; however, it is something we are exploring.
