Registration from countries outside the United States

I have not chosen to "block or allow" any specific countries or regions. Webinar participants that are trying to register from outside the United States (where I am located) are being told they are not allowed to register. I can't find any information other than the block/allow on the help system. I want anyone from anywhere to be able to register so selecting countries doesn't make sense. What do I need to do?

    @go2zero - what error specifically do they get? Which regions are seeing the problem? 

    Check if you have some authentication requirements set. 
    If you require attendees to sign into Zoom, they need to sign in before they are allowed to register. This is set  to avoid a failure to join if the email address is not a zoom account, by having the user fulfil the requirement at the time of registration
