Is there a way to upload a recording to Zoom and have it launch as a webinar on a specific date and time?

Not that I’m aware of.  Zoom pretty much operates on the requirement that a human is  hosting the meeting. There’s plenty of ways to make a video available on demand outside of Zoom. 

You can start a webinar and play a video as the content – accomplishing the same result, except you have to be there. See this Zoom Support article for information on sharing a video with sound. It’s easy!

 But then you’re missing the fun of interacting with your attendees!!
