Participant video in webinar breakout rooms

Hello, is it possible to switch off the participants video in breakout rooms during a Zoom Webinar, but allow the panelists to use their video?  We will be running a webinar with breakout rooms but ideally do not want the audience to use their camers, only their microphones.  Thank you.
