Having trouble with asking questions in webinar format

Hi, 

I have created a webinar in Zoom and I'm doing a run through with colleagues, we can't seem to have any participants ask questions. I've set up the Q&A function in the webinar set up settings but no one can submit a question. Any reason why that would happen? 

The chat function works but not the Q&A function.
