Currently on a Business plan can I still use the webinar feature without paying for its add-on

A Webinar add-on must be purchased in order to use the Webinar's features. If you are unable to add the Webinar add-on to your account, please contact your Account manager for assistance.

Must I have a paid zoom plan before purchasing a webinar plan? Or can I just pay for webinars only?
