Welcome to the Zoom Community, @cathy212! We're glad to have you here. You can ask the host for permission to record locally. The host needs to allow recording before opening the breakout rooms. If the host has already opened the breakout rooms, they can join your breakout room to allow you to record.
To allow local recording to a participant in a Zoom meeting:
First, the host must enable Local Recording in Zoom settings via the web portal.
During the meeting, the host needs to grant recording permission to specific participants by:
Clicking on "Participants"
Hovering over the participant's name
Clicking "More"
Selecting "Allow Record"
Note that participants must be using the Zoom desktop application to record locally, as this feature is not available when joining via browser or mobile devices.
Please clarify: "First, the host must enable Local Recording in Zoom settings via the web portal."
I have this enabled. I do NOT see anything around "Allow Record" for my participants.
This worked great last year without any special settings.
Record to computer files
Allow hosts and participants to record the meeting to a computer. The recording will include video and shared content matching the recorder's view options, and an audio-only file.
